There is a lot of this plant growing in a bed that also contains a lot of Common Mugwort (Artemisia vulgaris) and a weedy Legume (see last photo).

I know both Chaerophyllum tainturieri and C. procumbens are unlikely but it seems to come down to them, everything similar (that I can find info on) has many more flowers in their umbellets, except maybe Anthriscus caucilus but its fruits are covered in hooked spines.

I have studied and photographed this species in a few other spots along Hudson River Park during 2020 but not put anything into observations (yet).

@djringer has a very good observation, identified to genus (with very helpful commentary from @mertensia), of what I believe is the same species, in the same general area, from May 2019: https://www.inaturalist.org/observations/25315369

Mississippi Kite (Ictinia mississippiensis)

20 June 2020
Avondale Park
Denton, Denton County, Texas

These two nearly fully fledged juvenile Mississippi Kites are the latest examples of successful breeding for this species at Avondale Park. Mississippi Kites favor a particular area of the park that is known for its older tall trees and its distance from the paved trail. We assumed them to be siblings. They busily preened, scratched, and watched the skies above as other Mississippi Kites flew high and low. A short distance from them was the remains of this year's nest. They were perched 30-40 feet high on a main branch connected to the tree's trunk. They seemed to be unconcerned with our presence below taking photographs of them. Other Mississippi Kites came and went while we observed and perched on another part of the large tree. Might these be their parents? Short calls were made/heard sporadically. But the two juveniles did not move from their perch. Several large trees both within the park's boundaries and in the adjoining homes had Mississippi Kites landing and taking off from them. For these birds at least, those populating the environs of the park, this is their northern home for the time being until the seasons turn and the time arrives for them to flock and fly south through Mexico, Central America, and northern South America to land eventually in central South America in a region that includes parts of Bolivia, Paraguay, Brazil and Argentina, in early fall, the location of their southern home. The two birds on the branch born and raised in Denton will eventually learn that home is here and there, a cycle tied to the seasons. Mississippi Kites have been enacting this journey a long time. How long? Not sure exactly. Because of climate change, studies indicate ranges and migrations the world over are in flux for birds and other animals.

Five years ago we made our first observation of Mississippi Kite, and we wrote this extended note to understand its context and meaning: https://www.inaturalist.org/observations/1825425

24 June 2015: Observed several Mississippi Kites (Ictinia mississippiensis) next to Cooper Creek in Avondale Park, Denton, Texas. Several years ago a large group of Mississippi Kites arrived in and around the area of Avondale Park and Cooper Creek. They've made a home of this area in northeast Denton returning annually to raise their young every spring and summer. They have become a welcomed sight.

All About Birds, the online North American bird encyclopedia hosted by the Cornell Lab of Ornithology, has a short thumbnail sketch for the Mississippi Kite: "A graceful, long-winged raptor, the Mississippi Kite is found in scattered localities across the southern and central United States."

The Mississippi Kite's range map posted at All About Birds indicates the scattered nature of their range in the Western Hemisphere from North to South America. While its range is extensive involving hundreds of miles north and south, the Mississippi Kite breeds entirely within the continental United States. And therein Texas is centrally positioned where this raptor is concerned. Two of its major breeding areas include North and East Texas and parts of West Texas and all of the Panhandle plus adjoining areas of New Mexico, Oklahoma, and Kansas. To the east of Texas, the Mississippi Kite prefers the Southeast for breeding purposes, and especially the Gulf Coast areas of Louisiana, Mississippi, Alabama, the Panhandle area of Florida and up the Atlantic Coast to Georgia, South Carolina and North Carolina to a lesser extent. Outside these key areas there are scattered places in other parts of the United States that provide appropriate habitat for this raptor including sites located in Arizona, Colorado, Missouri, Arkansas, Nebraska, Iowa, Illinois, Indiana, Tennessee, Kentucky, and Virginia.

The Mississippi Kite's migratory route to its landlocked winter home at the center of the South American continent follows a path that hugs the Gulf of Mexico through South Texas and on into Mexico's Northeast, South Central and Southeastern states traversing through all of Central America and flying southeast past Colombia,Venezuela, Ecuador, Peru and on in a southeasterly direction toward parts of Paraguay, Brazil, Bolivia and northern Argentina where it reaches its most southern range. This latter group of South American nations host the Mississippi Kite during its wintering months.

An inveterate migratory raptor, the Mississippi Kite is an authentic bird of the Western Hemisphere and the Americas.
