Measured ~1.5 mm body with ~1 mm antennae length. Antennae base and connecting area between dark scape and pedicel were amber in color, also pedicel amber in color, white thin band connecting antennae segments, otherwise had straight, hairy, dark antennae mostly held in a C shape at rest. Wings hyaline with minimal dark vein. On a Boerhavia coccinea leaf of a plant with an abundance of Phenacoccus. The cylindrical scape rather than a widened flag shape may indicate male based on a study of encyrtid antennae here: https://www.ncbi.nlm.nih.gov/pmc/articles/PMC9782253/
There were quite a few of these wasps. Genus and species determined by courting behavior with identified female.
