Membracidae expert Ximena Miranda explains that this is probably 2 males of a dimorphic species courting a female. They are producing substrate borne vibrations (“songs”) that travel through the plants and in this case, stimulate the female directly.

Found on vine of Stephania abyssinica. I tried and failed to find any additional ones on this plant.
one found on small peltophorum sp tree about 1.5m high. https://www.inaturalist.org/observations/65195942 It was attended by several ants though all my pics of the ants were fuzzy.
