Pretty sure that's what this is: a bald starling. Starlings weren't abundant here, but we saw a couple at one other site around Buenos Aires. This one's in a sorry state. Sometimes a heavy mite infestation can cause birds to molt their head feathers prematurely, all at once; maybe that's what's going on. Seemingly also wet; if so, from bathing, as it wasn't raining.
