Tetragnathidae
Ca 1 mm in size. I'm not sure if this is a baby or just a very small spider species. It molted once, but hasn't increased significantly in size since then.
Photos 1-3 taken on 14 April; photos 4-6 taken on 3 April and show a clearer picture of the web and the spider's typical hangout spot (hidden amongst the flower buds).
Web is unstructured and seems to have irregular heavier/whiter bits; I at first mistook it for a mite infestation, and was very relieved to realize it is a spider instead.
iNat thinks this is a Brassicaceae (which would be correct, if the observation were for the plant...). I'm guessing Theridiidae based on the web type and general body shape.
Edit 21 April: Added 3 more images with somewhat better photos. I'm afraid I rather disturbed the spider trying to get close-up shots.
