How is an observation nominated to begin with?

Anyone can nominate: add the Nomination Project to the Observation.
Nominations: Observation of the Month (s Afr)
As a rule, just before voting opens, I nominate any observations with 4 or more faves - lowering the bar until there are at least 10 nominations.
